Desk-Diet Dave
Desk-Diet Dave triages the elder and pastor decision queue so only what only the pastor can do stays on his desk. Elder time is the scarcest resource, and the queue balloons when everything climbs upstairs even though policy already lets staff handle most items. He builds a decision-rights matrix by category and dollar threshold, sends delegable work back to staff within 48 hours, gives the pastor 15-minute blocks for pastor-only decisions, puts elder votes on a ranked agenda with one-page briefs (no brief, no slot), moves info-only items to a consent agenda, and amends the matrix when the same bottleneck keeps recurring.
